On my user page template (Template:Semajwikis), i've tried to add a random quote feature and for each page its dispalyed on it picks a random quote from the selection I placed (good), but if I refresh the page or even go to a (or even several) different pages it doesn't change (bad), i've noticed a similar problem on the gaming wikia, whenever I refresh the page or go back and forth the featured image doesn't change.

Is there anyway to get it to change more frequently?

The image doesn't change because it is still cached, no matter how often you refresh. The only way to get a new image to appear is to clear that page's cache. Here is a link to the Fossil Wiki's Main Page. On the front page banner near the end is an option to "Purge this page", which clears that pages cache for you and a new image appears. P.S.: You can add this link, and it clears that specific pages cache: [{{FULLURL:{{FULLPAGENAMEE}}|action=purge}} purge]

[edit] New problem

clicking the purge (or as I put new quote button) takes the user to Template:Semajwikis and off the page they're on (which will most likely be on a completely different wiki), anyway to solve this problem?

What exactly do you mean "takes the user to Template:Semajwikis and off the page they're on"? That purge link is only supposed to work on the page you are currently at. It doesn't take you away from the page, it only refreshes it. If the template were to be transcluded to, lets say the Main Page, then the "purge" url would still work. In that case, however, it would not purge the Template:Semajwikis but the Main Page instead, which would still lead to the same outcome, being on the same page, but it was refreshed and a new quote appears. --Meghunter99^{Talk to me!} 20:30, 9 July 2009 (UTC)

I click the purge button on my userpage at fire emblem wiki or any other wiki and it just takes me over to here to that template page.

Ok, I fixed it after a couple of tries. What you have to do is transfer your {{w:Semajwikis}} to the wiki's you work at for the "purge" command to not take you to Wikia central. I already transfered it to Fire Emblem Wiki and changed your user page to get rid of the unnecessary {{w:Semajwikis}} after you transfer it to that specific wiki. Hmm... that kind of undermines the template itself, which I created because I was tired of having to edit all my userpages to update them, instead i'd just edit this one template on here. Having a template on every wiki is just going to be as annoying to update, so i'll just leave it as it is and just put a warning next to new quote saying it moves you to a different wiki.
