Wikia - creating communities

The German gameinfo-wiki wasn't edited for month. There were no active users, just an admin who wrote a few articles and blocked them when he has finished them. But there were no changes in the last month.
Afew days a friend of mine requested a wiki (request) but it was rejected because of this one. May Commander Gree 23 adopt the de.gameinfo-wiki?

Das deutsche gameinfo-Wiki wurde seit mehreren Monaten nicht bearbeitet, es gibt keine aktiven Benutzer. Der Admin des Wikis hat seit der Gründung nur einige wenige Artikel geschrieben und fast alle Seiten geschützt.
Vor einigen tagen Beantragte ein Freund von mir ein ähnliches Wiki, aber es wurde wegen diesem abgelehnt. Könnte Commander Gree 23 das de.gameinfo-Wiki übernehmen?

I've just explained this to you on IRC, but I'll repeat it in case the other user isn't able to get in touch with you.

The best thing for him/her to do is to start editing articles (as you've explained they aren't yet active), and once he's been around for a while, if no community exists to vote him admin, contact one of the Community Team.
