On the Narutopedia a Kage level user is equivalent to MediaWiki's Bureaucrat level user. A Kage has the ability to promote other users to Jonin and additionally Kage status if chosen. They can also make users (excepting Academy Students, which are IP's) a Tokubetsu Jonin, which would be giving that user Rollback status.
